Some pretty drastic changes here and why I think they would help armor tanking.
First: Racial bonuses.
I still think we need to move away from class bonuses and into racial bonuses.
Caldari: 5% Shield Extender Module Bonus Minmater: 3% Light and Sidearm Reload Speed (at first this looks dumb, but with rapid reload mins woudl reload at 30%, which would be crazy fast!) Gallente: 5% Armor Plate Module Bonus Amarr: 5% Armor Repair Module Bonus
Then you can racial assault/logi/sentinel bonuses if you like, but these bonuses should be universal to all of the dropsuits by a single race, to go in line with each suit's theme.
Next: Remove damage mods from the game. (wtf are you kidding me!?)
Yes, seriously... damage mods should be weapon mods when we finally get weapon customization.
Handheld Weapon Upgrade would be a platform to open up a whole slew of new weapon mods like: range extenders, reload speed mods, damage mods, dispersion mods, ammo capacity mods, ammo regen mods(maybe?), CPU/PG mods, foregrips, sights, all the fun stuff we love in other games.
Now,
1. Move armor reps to high slots and shield rechargers (honestly they are zero PG, why are they high power mods?) to low slots, remove shield regulators from the game.
2. Move profile dampeners to high slots, and then fix ewar so profile dampening is useful. Also introduce more viable high slots down the road that compete with shield extenders,
Now we're onto something here, you no longer have to decide between armor reps and armor plates, same with shields.
Also reactive plates now have a whole new meaning, you could stack armor reps and reactive plates for a whole new set of buffer tanking.
3. Consider reducing the numbers on armor reps, probably to 1-2-4 hp/s, and reactive plates stay the same at 1-1-2 per second.
4. Introduce a cooldown on rep tools, such that they can only be used between engagements and you cant just have a person sit there and rep all day.
Triage nanohives become OP, but thats okay cause flux nades destroy them. Be interesting to see how new tactics emerge from this.
Also.. put a flat 7% speed penalty on all armor plates, make them for heavies that dont mind being super slow tanks.
Now from here... see how the metagame settles and adjust armor and shield numbers as necessary.
